“Human Rights set the goal of citizenship” says Michael O’Flaherty, Commissioner for Human Rights

What are the interlinkages between human rights and digital citizenship education?
In his video message, Michael O’Flaherty, Council of Europe Commissioner for Human Rights, pointed out that human rights and citizenship are interconnected concepts which, in a way, reinforce one another. “Human rights set the goal of citizenship, of thriving societies like the ones described in the Universal Declaration of Human Rights”, Mr. O’Flaherty said. “Then the instruments like the European Convention on Human Rights map out how we get there”, he further added.
The European Year of Digital Citizenship Education 2025, designated by the Ministers of Education at the 26th session of the Standing Conference of Ministers of Education, offers the unique opportunity to transform the digital space into an inclusive and democratic environment. Through the development of key competences (skills, values, attitudes, knowledge and critical understanding), learners can become digital citizens able to thrive in the digital landscape. As pointed out by Mr. O’Flaherty in his video message, “We all need to be educated to be citizens”.
The Council of Europe’s concept of digital citizenship education is aligned with the principles of human rights, democracy and the rule of law. For instance, digital citizenship education promotes access and inclusion, the respect for diverse points of view and diversity, fosters the values of ethics and empathy, and raises awareness of the rights and responsibilities of citizens in the digital environment.
The Council of Europe is calling for action in all member states, aiming at reaching out to all target groups including ministries of education, education policy makers, educators, young learners and young adult learners, civil society organisations, private sector, academia, media and the general public. Everyone can make a difference.
“This year 2025 is a moment for intensified engagement and I very much welcome the initiative of the Council of Europe”, emphasisedMr. O’Flaherty. “I commend it and I comment the member states for their investment in this crucial area of educational focus”, he further added.
Strengthening the implementation of digital citizenship education in all education settings across Europe will help shape the present and future digital landscape. The European Year 2025 offers the unique opportunity to “learn, connect, engage and thrive together”.
