San Marino

Q1. Have the Member States reviewed their legislation, policies and learning frameworks to ensure that they are aligned with the recommendations, principles and guidance?
  1. Law 6 June 2019 No.95 – San Marino School New Curriculum Framework. Digital and citizenship education were introduced in the school national curriculum framework.  
  2. Decree 14 August 2024 no.126 – Prevention and fight against the phenomenon of cyberbullying. 
  3. The framework agreement “Students and Sport at School” was signed on 21st December 2023 by the Ministry for Education and Culture, the Ministry for Sport and the Ministry for Health together with the San Marino National Olympic Committee. The framework aims at promoting and disseminating initiatives that promote the cultural, civil and social growth of young people through sports practice and the sharing of the universal values of Olympism; including developing innovative teaching methodologies and pedagogical strategies in the field of physical and sports education, aimed at strengthening the culture of well-being and aimed at the acquisition of transversal skills, such as digital and citizenship skills.

Q2. Have the Member States promoted the implementation of the Recommendation in formal, non-formal and informal education settings?

Beyond the national strategies and policies: 

a. 20th November 2024. Conference: Cyber-bullying – Cyber-violence – educate young people in the culture of respect. Experts from different fields (educational, mental health, security and police) met Sammarinese secondary education students. 

b. 25th November 2024. Campaign “The new languages ​​of violence” by the Office for Equal Opportunities, Bioethics and Social Inclusion organised by the Authority for Equal Opportunities. It presents several aspects of abuse and the importance of knowing how to recognize them. It is a network program which sees the cooperation of civil society, associations, companies, institutions.

In 2020, there was a vote to pass a local legislation to make the teaching of IT skills mandatory in the country but it was rejected by the local authority.

San Marino working with Samsung to promote Digital Citizenship education. The company is providing some hardware to support touristic activities in San Marino as well as conducting in-class trainings with students on digital skills.
