1. National Strategy for the Development of Education in Ukraine until 2021 (created in 2013 but until 2021). This strategy, implemented by the Ministry of Education and Science of Ukraine, includes elements that promote digital citizenship through the modernisation of educational content. The strategy emphasizes the integration of digital skills and competencies in the curriculum to prepare students for active participation in a digital society. One of the tasks is “building an effective system of national education on the basis of universal, multicultural, civic values, ensuring the child’s physical, moral, spiritual, and cultural development, forming a socially mature creative personality, a citizen of Ukraine and the world, preparing young people to consciously choose the sphere of life”. It aims to ensure that the education system adapts to the needs of the 21st century, fostering digital literacy and responsible online behaviour among students. 
2. Order of the Ministry of Education and Science of Ukraine No. 276 of March 7, 2024, “On the Approval of the Strategic Plan of the Ministry of Education and Science of Ukraine until 2027” – One of the priorities outlined is the digital transformation of education and science in Ukraine, with the ultimate goal being for participants in the educational process, administrators, and researchers to utilise modern technologies within an accessible digital environment. 
3. The National Strategy for Inclusive Education (2024–2029) integrates digital applications to improve accessibility for students. The operational plan of measures for its implementation for 2024-2026 notes that information campaigns will be carried out to promote games and digital applications for young children and students. 
4. Cabinet of Ministers of Ukraine Directive No. 167 of March 3, 2021, “On the approval of the Concept of Digital Competence Development and the approval of the Action Plan for its implementation”. The main goal of this Concept is to define the priority areas and key tasks for the development of digital skills and competencies, and to improve the digital literacy of the population. 
5. The Cabinet of Ministers of Ukraine Resolution No. 184 of March 10, 2024, “On the Unified State Web Portal of Digital Education ‘Diia. Education”. The Unified State Web Portal of Digital Education aims to Foster digital literacy and digital education. 6. To improve information and media literacy, in particular, through the use of artificial intelligence, the Ministry of Education and Science of Ukraine, together with the Ministry of Digital Transformation of Ukraine, developed guidelines for the introduction and use of artificial intelligence technologies in general secondary education institutions in May 2024.

2. Diia.Education offers a wide range of online courses and webinars focused on digital skills and literacy. These courses are freely accessible to the public, covering topics such as online safety, digital etiquette, and responsible use of technology. The platform runs social media campaigns to promote its resources and educate citizens on the importance of digital literacy and responsible online behaviour. 
3. Development of Digital Education Hubs Libraries’ Capabilities: they regularly host workshops and training sessions for citizens of all ages. These sessions cover basic digital skills, cybersecurity, and how to effectively use digital tools for personal and professional growth. Community Outreach Programs: The initiative includes community outreach programs to engage local communities and raise awareness about the importance of digital citizenship. These programs often involve local libraries and community centres. 
4. Digital Future of Education (DFE): DFE has participated in and organised several key conferences and forums, including the All Digital Week. In 2021, the All Digital Week attracted over 10,000 participants, facilitating discussions on digital skills and the future of blended education. The All-Ukrainian PlayMath competition, supported by the Ministry of Education and Science and the Ministry of Digital Transformation, engaged about 22,000 students in 2023. This competition encouraged students to develop their digital skills and critical thinking through interactive and gamified learning experiences. 
5. In September 2023, the team of the Ministry of Digital transformation and the Ministry of Education and Science of Ukraine within the framework of the EU4DigitalUA program, financed by the European Union, officially launched “Updated informatics – IT studios”, the pilot project started in September 2022. More than 500 interactive exercises in 320 classes started functioning in the educational process in the country’s schools within the project. 
6. In order to ensure uninterrupted access to the educational process, digital educational centres (DLC) are created. DLC are safe, cozy spaces for learning and leisure for schoolchildren from 6 to 18 years old. DLC contributes to restoring access to education and socialisation of children. Currently, there are more than 220 of them in Ukraine. And in order for parents and students to quickly and easily find the nearest space, MESU has created a map of digital educational centres, which will be updated in accordance with the opening of the centres

According to the Regulation of the Cabinet of Ministers of Ukraine approved  by resolution of the Cabinet of Ministers of Ukraine dated July 8, 2009 No. 712. The developer of the normative legal act must publish the draft for public discussion on his website, as well as send the draft for approval to the interested institutions. In turn, stakeholders submit proposals in writing, which the developer must take into account or give a reasoned refusal. A public discussion was held for all the above-mentioned normative legal acts and stakeholders were involved to provide proposals for them

Recently, the Ministry of Education and Science of Ukraine, with the support of EU4DigitalUA, conducted a study of IT studios based on the results of the 2023-2024 academic year. According to their results, 92.8% of respondents highly rated the navigation of the IT studio platform. The average satisfaction score was 4.16 out of 5 possible. 86.7% of the surveyed teachers actively integrate the IT studio platform into their education, turning it into an additional resource. At the same time, 13.3% of teachers successfully use IT-studios in every lesson as the main teaching tool. In addition, more than 72% of teachers consider the platform as a successful auxiliary resource for textbooks

1. Diia.Education is an edutainment platform launched by the Ukrainian government aimed at reskilling and enhancing digital literacy among citizens. It is a government initiative and is part of the larger Diia project, which is overseen by the Ministry of Digital Transformation of Ukraine. The platform aims to improve digital literacy and provide educational resources to citizens, reflecting the government’s commitment to enhancing digital skills across the nation. The platform offers free access to a variety of courses and materials to improve digital skills, promoting digital citizenship by equipping users with the necessary knowledge to navigate the digital world responsibly. This initiative partners with various educational institutions and private sector companies to provide comprehensive and up-to-date educational content.  
2. The Ministry of Digital Transformation and the United Nations Development Programme (UNDP) constructed 3000 digital literacy hubs under the “Development of Digital Education Hubs Libraries’ Capabilities” project. These hubs are designed to provide accessible digital education and resources to citizens, thereby improving digital literacy across the country. The partnership with UNDP highlights the integration of international expertise and support in developing local digital education infrastructure.  
3. “Digital Competence framework for teachers and Ukrainian teachers and other citizens” Project aims to harmonize the Digital Competence Frameworks for Citizens and for Educators with European Union digital competence frameworks and creation of the Ukrainian National Digital Coalition.  
4. The Digital Future of Education (DFE) project is a collaborative initiative in Ukraine aimed at implementing blended learning and enhancing digital literacy in education. It was established through a Memorandum with the Ministry of Education and Science of Ukraine in 2020. It supports the creation of an inclusive and accessible digital education ecosystem in Ukraine and its alignment with the EU’s Digital Education Programme. It promotes the sustainability and resilience of small and medium-sized enterprises. It aims at improving the support infrastructure for SMEs and startups. The project is supported by various partners, including the Swiss Fund Warlomont-Anger-Stiftung, which funded a specific project for Ukrainian migrant children, and the Ministry of Digital Transformation, which supported the All-Ukrainian PlayMath competition. The project also receives support from international organizations like UNDP and GIZ. 
5. In June 2024, the Ministry, in collaboration with Google, launched the platform “Child Safety on the Internet.” This initiative aims to teach children and teenagers to use the internet safely and responsibly while helping parents and teachers monitor and protect them online. The platform provides valuable tools and resources for safe internet use by children and teens, including a guide on media literacy for teenagers, which focuses on developing critical thinking and responsible online behavior.

While explicit references to alignment with national or international standards for equitable quality education are limited, many initiatives, such as the Digital Competence Framework for Teachers and Citizens, align with EU standards. Partnerships with international organizations like UNDP and GIZ further emphasize compliance with global best practices in digital literacy and education.

Training on DCE to teachers and other professionals:

According to the national authorities responding to the online survey, the Ministry of Education and Science of Ukraine facilitates the nine guiding principles of DCE among educators and educational institutions. To increase the level of digital literacy, including in relation to cyber protection, trainings and education are held (in particular, the level of digital literacy of 200K teachers has been raised over the past year). The Ministry of Education and Science of Ukraine continues the work with partners to provide computer equipment for children and teachers of vulnerable categories of the population (226 thousand computer equipment have been delivered to the children since 2022). 

Translation and dissemination of DCE Recommendation:

According to the national authorities responding to the online survey, there is an unofficial translation, educational institutions and educators are indirectly informed about the main ideas of digital citizenship. However, there is a need for an official translation.
